VALIDATIONS SPECIALIST


MAJOR FUNCTION:


The Validations Specialist is the Terminal Agency Coordinator (TAC), who ensures the Agency is in compliance with the applicable state and national policies governing the use of National Crime Information Center/Florida Crime Information Center (NCIC/FCIC), Criminal Justice Network (CJNET), and other related information systems. This position acts as the liaison between the Agency and FDLE regarding these systems and is a point of contact (POC) for the Department of Juvenile Justice (DJJ), Judicial Inquiry System (JIS), Driver and Vehicle Information Database (DAVID), Criminal Justice Information Services (CJIS) Online. The Validation Specialist is responsible for clerical and administrative support duties. This position assists with issuance of computer passwords and performs the duties assigned to a Validation Specialist

EDUCATION AND QUALIFICATION REQUIREMENTS:

• High School Diploma or Equivalency
• Valid Florida Driver’s License
• Type 25 WPM
• Basic knowledge of Microsoft Word, and Excel
• Basic knowledge of general office equipment
• FDLE/NCIC Full Access Terminal Operator Certification required or become certified within six (6) month
• Must not meet any agency disqualifications
• Must be at least 18 years of age

DUTIES:

• Enter, review, and validate NCIC Unidentified Deceased/Missing person report
• Process wrecker requests for title and lien information
• Disseminate emergency communications information
• Request or destroy FCIC/NCIC information
• Send and approve FCIC/NCIC inquiries, entries, modifications, and messages
• Perform various audits including but not limited to DAVID, eAgent (FDLE), FBI, etc.
• Conduct DMV inquiries • Run FCIC/NCIC and/or local checks on property/evidence
• Retrieve, enter, verify information from local/Agency
• Mail validation letter(s) to victim(s), via certified mail with return receipt request, to verify stolen property or missing persons, maintain logs of all correspondence mailed, follow up by telephone if no response
• Attend FDLE, CJIS, and FCIC Region II meetings and Symposiums
• Ensure FCIC terminals are in a secure location and prohibit unauthorized use and viewing
• Run and disseminate criminal history information
• Respond to public information requests in regards to PCSO employees’ use of DAVID/FCIC/NCIC system
• Request DNA and Dental records to add to missing person entries
• Follow up with wrecker companies on abandoned vehicle entries
• Issue, assign, update or remove access and passwords to CJIS Online, CCIS, JIS, DJJ, DAVID, EAGENT, NEXTEST, etc.
• Register FCIC users to attend Full Access class
• Perform quarterly audits on criminal history dissemination logs
• Write narrative case reports and supplemental reports in Case Management
• Assign mnemonics to EAGENT applications for users •
Remove retained fingerprints from FALCON when employee, volunteer, or vendor separates from PCSO
• Validate records • Store, modify, cancel, and/or dispose of FCIC/NCIC teletype files and entries
• Correctly enter/complete/validate all applicable NCIC/FCIC entries. Compare NCIC/FCIC printout to the original source document(s), verify status with appropriate authorities; ensure complete, accurate, current information, promptly remove or correct erroneous information, immediately remove obsolete entries
• Recognize, even minor typographical/clerical errors can lead to possible loss of life, improper arrest, erroneous release of a violent offender, etc.
• Other duties assigned

• Demonstrates a positive working relationship with personnel in the Agency
• Report directly to supervisor • Adhere to laws/agency policy/rules/ regulations/SOP/ procedures
• Maintain confidentiality/security of files and information obtained in the course of • employment
• Maintain continuity and operational efficiency by accurate and timely dissemination of information to staff and co-workers
• Provide assistance to citizens, visitors, employees and other public and private entities in an effort to meet their needs and build positive community relationships
• Adhere to leave, overtime and attendance policies/procedures (i.e. arrive promptly, regular attendance at work, notification to supervisor regarding absence from work due to illness or untimely incidents, etc.)

PHYSICAL ENVIRONMENT:

• Normal business hours apply; however, hours may vary, and overtime may be necessary including nights, holidays, and weekends
• Position is considered essential personnel during disasters and emergencies
• Work is primarily in an office environment
• Regular attendance is required due to the workload associated with this position
• Contact with public and PCSO personnel
• Sit for long periods
• See at normal range or with accommodations
• Hear at normal level or with accommodations
• Speak understandably • Manual dexterity
• Ambulate independently
• Frequently grasp/push/pull/bend/squat/lift/carry items up to 20 lbs.
• Occasionally reach above head/kneel/walk/climb/bend/stand/lift items up to 20 lbs.
